Tyler L. Franks, 19, of Henderson, Kentucky, was arrested on multiple charges after Petersburg Police Officer Aaron Sutt was dispatched to 900 E. Abigail St. in Petersburg on Sunday, March 30.
A caller to Pike County Central Dispatch reported that her doorbell camera app went off and she saw a person walking around her cars. Police arrived and noticed a vehicle across the street with the driver's door open. Police searched the area around the house but did not locate anyone.
While police were speaking to the caller, Pike County Deputy Sgt. Jared Simmons was driving down Mona Street and noticed a male subject inside a vehicle, rummaging around. Once the subject saw the police vehicle, he slowly closed the vehicle door and began walking away.
Simmons tried to stop the individual, who was later identified as Franks, by using his lights and sirens, but Franks took off running south toward Abigail Street. Once he crossed Abigail Street, Officer Sutt and Pike County Deputy Chase Dotterweich joined the foot pursuit. Dotterweich caught up with Franks and had him at Taser point. Franks gave himself up and was handcuffed and placed in Simmons' patrol car.
Police went back to the area on Abigail Street and began talking with the caller and other neighbors. Police told them all to check their vehicles to see if anything was missing. One person reported that he was missing roughly $500 and that his registration for his vehicle was also missing. During this time, Central Dispatch notified police that a 911 call came in at Liberty Apartments. The caller stated that a male subject knocked on her door, asking to use her phone.
All law enforcement began searching the nearby area and located a 1998 black Lexus behind the bait shop on Highway 61 and 7th Street, registered to Joseph Adams out of Kentucky.
After searching the area, Police returned to Liberty Apartments and noticed a gray Ford F150 driving around Mona Street and Liberty Avenue slowly. State Trooper Cummings was able to stop the vehicle for no plate lights. The driver stated that he was there to pick up his friend Willy, and that he did not know what was going on. Police told the driver to go and pick up his friend Willy, who was at Liberty Apartments, and once he was picked up, to turn onto Highway 61 and flip his bright lights on, and that was to be the signal to police that he was in the vehicle with the driver.
The driver did as was instructed and Police activated their emergency lights. The vehicle was stopped at 9th and Cedar and the subject, a juvenile, was removed from the vehicle and placed in handcuffs.
While searching the juvenile, police found a large amount of cash and other items on his person, including keys to the Lexus found earlier behind the bait shop. The juvenile was transported to Pike County Jail and released to his parents.
Tyler Frank was charged with unauthorized entry of a motor vehicle, theft, resisting law enforcement, and possession of marijuana.
